Regeringen Nano måtte træde tilbage i September 2005 efter at resultatet af Parlamentsvalget 3.7.2005 blev officielt meddelt.

Regeringen Nano (December 2003)

Det lykkedes ikke PM Nano at få godkendt en ny UM i løbet af efteråret 2003, ej heller at få godkendt en ny Politiminister (Luan Rama blev afskediget efter at have slået på en Journalist).

Derefter blev der holdt partikongres i Socialistpartiet i December 2003, hvor Nano vandt en overbevisende sejr over to Modkandidater, tidligere Præsident Meidani og Borgmesteren i Tirana Edi Rama. Desuden blev Meta-fløjen på det nærmeste »slået ud«.

Nano kunne i slutningen af December danne en ny Regering i forståelse med nogle af de små partier. Den nye Regering kritiseres fra begyndelsen skarpt af Demokraternes Formand, Sali Berisha, men er blevet godkendt af Parlamentet.

Today under the direction of the Prime Minister Fatos Nano was held the meeting of the Council of Ministers with the theme “For the reorganization of the Council of Ministers in the level of the deputy ministers according to the political agreement of the Coalition for Integration”.

The Council of Ministers ratified some resolutions “For the release and nomination in duty”. The Council of Ministers decided:

Mr. Proletar Roshi is nominated Deputy Minister of the Transport and Telecommunications.

Mr. Gjergj Leqejza is nominated Deputy Minister of the Industry and Energetic. Mr. Gjergj Leqejza is released from the position of the Prefect of Shkodra.

Mr. Thoma Miço is nominated Deputy Minister of Work and social Issues. Mr. Thoma Miço is released from the position of the Deputy Minister of Agriculture and Food.

Mr. Ymer Tola is nominated Deputy Minister of Agriculture and Food.

Mr. Etleva Canaj is nominated Deputy Minister of Environment.

Mr. Petraq Simo is nominated Deputy Minister of Education and Science.

Mr. Anastas Duro is nominated Deputy Minister of Justice.

Mr. Edmond Dragoti is nominated Deputy Minister of Culture, Youth and Sports.

Mr. Besnik Brahaj is nominated Deputy Minister of Defense (Added position). Mr. Besnik Brahaj is released from the position of Deputy Minister of Environment.

PM Nano's Talsmand holdt Pressekonference 031224:

I am here today to let you and the public opinion know that today afternoon the Prime Minister Fatos Nano consulted the President of the Republic, Mr. Alfred Moisiu over the conclusions that came out of the political consultations of the Prime Minister and the Leader of the Socialist Party of Albania and the Leadership of this Party that the congress selected to lead along with its parliamentary group.

The Prime Minister introduced to the President the name list of the new government, as below:

- Deputy Prime Minister Namik Dokle - Minister of the Integration Ermelinda Meksi - Minister of State and coordination Marko Bello - Minister of Foreign Affairs Kastriot Islami - Minister of Public Law and Order Igli Toska - Minister of finances Arben Malaj - Minister of Justice Fatmir Xhafa - Minister of Territory and Tourism Bashkim Fino - Minister of Economy Anastas Angjeli - Minister of Work and Social Issues Engjell Bejtja - Minister of Environment Ethem Ruka - Minister of Health Leonard Solis - Minister of Culture Blendi Klosi.

The Prime Minister and the President of the Republic agreed to deal within the constitutional terms the legal procedure for the proposal and nomination of the new ministers.

On this occasion the Prime Minister and the Leader of the Socialist Party thanks all the ministers: Arta Dade, Besnik Dervishi, Valentina Leskaj, Mustafa Xhani, Spiro Peçi, Lufter Xhuveli, for the cooperation, performance and political introduction and wishes they continue their political and parliamentary fruitful operation in all the levels.

Question: What is your comment for the inclusion in the government of defamed names?

Answer: As you all know, the congress of the Socialist Party was newly made. After this congress were constituted all the directive forums of the Socialist Party. On this basis, the Prime Minister, was reelected leader and Prime Minister with 81% of the votes. Bashkim Fino was elected by this congress as member of the Directive Council with 65% of the votes. Anastas Angjeli also was elected as a member of the Directive Council with 65% of the votes. As you can see, the congress “condemned” them to work and contribute together. I am sure that the public opinion and representatives of the institutions will comprehend this.

Question: what is your comment on the exclusion of the Agrarian Party in this government?

Answer: As you know, on the position of Mr. Xhuveli, was proposed Mr. Ruka, but the Agrarian Party is invited to participate in the new coalition for integration and give its own contribution.

Question: How do you evaluate the refusal of Mr. Koçi at the position of the Minister of Culture?

Answer: Petro Koçi for his own reasons, that he personally has made known, did not accept to enter in the new government. The consensus for his inclusion was unanimous and as a result he was replaced by Mr. Blendi Klosi.

I would like to take this occasion, on behalf of the Prime Minister Fatos Nano to wish all the Christians and all Albanians “Merry Christmas, may there always be peace and happiness in your families!”

I Juli 2003 trådte VicePM og UM Ilir Meta og Europaintegrationsminister Sokol Nako ud af Regeringen. Meta ytrede sig ved dén lejlighed kritisk over for PM Nano mht dennes Regeringsledelse. Ermelinda Meksi blev VicePM og Europaintegrationsminister. Marko Bello blev udpeget som UM, men han blev ikke godkendt af Parlamentet og kom derfor ikke i funktion.

PM Fatos Nano og VicePM Ilir Meta ved en tidligere lejlighed

0207 Socialisternes Formand - Fatos Nano - er tiltrådt som ny PM. Socialistpartiet har besluttet at Partiformanden automatisk skal være PM (hvis Socialisterne danner Regering). Nano's tilbud til Socialdemokraterrne var - efter deres mening - ikke »tungt« nok, og derfor har de afslået at deltage. Regeringen hviler på en alliance mellem Nano- og Meta-fløjene.

Blandt dem der ikke har fået Regeringsembede er den hidtidige Økonomiminister Ermelinda Meksi, Lokalstyreminister Et'hem Ruka, Integrationsminister Marko Bello, Minister for Offentlig Sikkerhed Stefan Cipa og Kulturminister Agron Tato.
